Talent Attraction and Retention Committee scrutinises milestones achieved in talent development in UAE during 2022
Al-Zeyoudi: The UAE's new economy is rich in talents and skills, which support its vision to establish an ideal knowledge hub.
Al-Zeyoudi: The Committee is vital to accelerate the goals of UAE’s Talent Attraction & Retention Strategy.
- The committee works to achieve objectives in four main axes, namely:
- Implementing national strategic objective to attract talents into the country's markets
- Ensuring availability of strategic talents to contribute to the empowerment of the knowledge economy
- Consolidating the UAE’s position as an ideal destination for global talents
- Increasing the UAE's competitiveness in the areas of attracting and retaining talents, as well as raising its position in the indicators of the global competitiveness report of the World Economic Forum
- Emphasising that the data pertaining to talent is a major part of the initiative in the next stage
- Review the status of the UAE and the results of the performance indicators of the strategic objectives associated with the global reports.
His Excellency Dr. Thani bin Ahmed Al-Zeyoudi, Minister of State for Foreign Trade, chaired the third meeting of the Talent Attraction and Retention Committee to review the implementation of UAE Talent Attraction and Retention Strategy, aimed at attracting bright and talented minds to the Emirates from around the world.
During the meeting, the committee reviewed its accomplishments in 2022 - including the completion of the launch of ten initiatives supporting the system of attracting talents, visas, and residencies in the country. These initiatives included the launch of a unified comprehensive residency platform, residencies for talents and competencies without a sponsor, visas that facilitate the entry of global young talents, as well as improving access to golden business residencies and the benefits they provide. In the subsequent stage, the committee is further implementing nine more initiatives.
The committee comprised of representatives from Ministry of Human Resources and Emiratisation, the Ministry of Education, the Ministry of Community Development, the Ministry of Culture and Youth, the Ministry of Industry and Advanced Technology, the Federal Authority for Identity and Citizenship, the Federal Competitiveness and Statistics Centre, the Department of Economic Development - Abu Dhabi, and the Department of Economy and Tourism - Dubai. The Emirates Scientists Council, and the UAE Council for Artificial Intelligence. The UAE Cabinet's decision regarding the UAE Talent Attraction & Retention Strategy served as the foundation for the committee's formation.
H.E. Thani Al-Zeyoudi affirmed that the UAE's new economy is focused on innovation and creativity, and rich in talent and creative minds, who support the country’s vision of establishing a renowned knowledge hub at regional and international levels. He further said: “Thanks to the wise leadership's directives, the UAE has launched several initiatives and legislations that has helped attract talents from across the globe, as well as create a new set of residencies to draw experts and competencies to the country in order to position the UAE as one of the most preferred destination for global talents."
Al-Zeyoudi added: "By launching these initiatives and action plans that support creation of an appealing environment for talents and competencies, the Talent Attraction and Retention Committee plays a crucial role in strengthening the UAE's efforts to fulfil the goals and plans of the Talent Attraction and Retention Strategy. As data has proven to be a major focus in the evolving industry, it helps advance sustainable development and diversification of our national economy, which is in line with the objectives of the next fifty years. Furthermore, data is a major component of the strategy adopted by the committee and the ministry.”
The Talent Attraction and Retention Committee seeks to deploy the national strategic direction in the area of attracting talents to the country, and further ensuring availability of strategic talents to support the development of the knowledge economy. The committee is dedicated to solidifying the UAE's position as an ideal destination for talents from around the world, boosting the UAE's competitiveness in the areas of attracting and retaining talent, and improving the country’s position in the indicators of competitiveness report of the World Economic Forum.
The committee discussed several proposals to strengthen the systems for recruiting talents and residencies in the country. The joint national work team will focus on consistency in its work as it monitors the implementation of initiatives related to the UAE Talent Attraction and Retention Strategy during the next year. It will also evaluate the outcomes of the implementation of the golden residency system at the end of the first quarter of 2023.
The IMD World Talent Ranking Report 2022 placed the UAE in the first position in the Arab world and 21st in the world, being two spots higher than its position in 2021. The committee further assessed the most important indicators and outcomes obtained by the UAE in terms of attracting talents, competences, and innovation. The UAE ranked first in the global rankings for the Tax on Personal Income Index, second in the Competent Senior Managers Index, fourth in the Availability of Skilled Labour Index, and the 25th Global Talent Competitiveness Index.
