Ministry of Economy introduces new mechanism to strengthen the protection of IP rights for creative works in collaboration with TDRA

 

Accompanied by the launch of InstaBlock initiative aimed at combating violations of intellectual property rights on websites

 

 

The Ministry of Economy (MoEc) unveiled a new mechanism to enhance the protection of intellectual property (IP) rights of creative content on digital platforms, during a media briefing held recently. The initiative, which is carried out in collaboration with the Telecommunications and Digital Government Regulatory Authority (TDRA), is aimed at establishing a secure environment that safeguards exclusive right holders from infringements, in line with global best practices in the field.

The new mechanism addresses infringements on the IP rights of creative content, including both intellectual works and other multimedia content like video clips. It also aims to raise awareness on the importance of upholding IP rights on digital platforms. Additionally, it seeks to educate right holders about the Ministry’s resources and services that aid in protecting their rights against infringement and piracy.

H.E. Dr. Abdulrahman Hassan Al Muaini, Assistant Undersecretary for Intellectual Property Rights Sector at the Ministry of Economy, highlighted that under the directives of the wise leadership, the UAE remains committed to enhancing its systems and legislation governing intellectual property, driven by the rapid technological advancements globally. Today, the UAE has become a thriving hub for creativity and innovation, providing an ideal environment for talents and innovators from around the globe and supporting them in realizing their entrepreneurial ideas and projects.

H.E. said: “The country has demonstrated a strong commitment to enhancing its efforts in increasing the contribution of the creative economy to the national GDP, recognizing its significance as a key driver of economic growth over the next five decades. The launch of the new IP rights mechanism marks another significant step forward in solidifying the UAE's position as a leading destination for business and creative industries. It will promptly prohibit and block websites that infringe upon the rights of authors and original owners of creative works, particularly of those showcased on various platforms, without obtaining proper authorization or rights for re-publication or broadcasting.”

In his speech at the media briefing, H.E. announced the launch of MoEc's InstaBlock initiative aimed at combating violations of intellectual property rights on websites. The initiative forms part of the Ministry’s new IP system. InstaBlock’s ‘Live Ban’ service allows users to report copyright infringements by live broadcasts on the internet, thus protecting the original right holders’ IP rights. To ensure efficient enforcement of IP rights legislation, the Ministry has formed a joint task force with TDRA and representatives from among the right holders. The task force will effectively and continuously operate and enforce intellectual property rights and regulations on any reported violations.

Furthermore, H.E. explained that the Ministry is keen to launch the new mechanism in conjunction with the beginning of the holy month of Ramadan as the season also witnesses an abundance of innovative and creative content including series, documentaries, entertainment programs, sporting events and more, on various digital platforms.

H.E. highlighted that MoEc has made remarkable progress in creating a landmark legislative framework and a secure environment for authors and creators, while also increasing penalties for those who infringe upon IP rights. This achievement was accomplished through the implementation of proactive and distinct policies and regulations, including the federal laws concerning the regulation and protection of industrial property rights, trademarks, as well as copyright and neighboring rights.

MoEc will continue its efforts to provide opportunities and resources for the development of innovative and original creative projects. This is particularly important as the new IP framework plays a vital role in enhancing the protection of IP rights and limiting the violations encountered by creators and authors. These efforts further solidify the UAE's position as a leading hub for the creative economy in line with the ‘We the UAE 2031’ vision
