The National Programme for Small and Medium Enterprises
The Ministry of Economy launched the National Programme for Small and Medium Enterprises with the aim of enabling Emirati entrepreneurs and SME owners to establish and develop their businesses, providing the necessary expertise, technical, administrative and training support, and coordinating with federal and local government agencies as well as the private sector to provide benefits and incentives for businesses and support their products and services. It also aims to enhance the competitiveness of SMEs by launching supportive programs that aim to promote sustainable economic development in the UAE and accelerate its steps towards transitioning to a knowledge economy.

Small and Medium Enterprises Council
The Small and Medium Enterprises Council aims to support entrepreneurship among Emiratis. The council includes representatives of all stakeholders in the public and private sectors of small and medium enterprises. The council is responsible for setting and developing policies and strategic plans for the development of projects and SMEs, and setting the necessary rules for coordination between the National Programme for SMEs and enterprises and stakeholders, and following up on sector performance indicators.
Incentives for Entrepreneurs
Federal Law No (2) of 2014 on Small and Medium Enterprises
The programme was established by Federal Law No. “2” of 2014 under the umbrella of the Ministry of Economy, where it is supervised by a specialised council within the Ministry, aimed at empowering SME owners, and setting general frameworks and guidelines that provide the necessary expertise and technical, administrative and training support in various fields. The law endeavours to promote and develop small and medium enterprises, in addition to preparing periodic evaluation, coordinating with federal and local government entities and the private sector to market their products and services inside and outside the UAE, and coordinating with the concerned authorities to provide benefits and incentives for these enterprises.
The federal law stipulates the commitment of the federal authorities to contract with small and medium enterprises in the UAE at a rate of no less than 10% of the total contracts in order to meet their purchasing, servicing and consulting requirements.
The commitment of companies in which the federal government owns at least 25% of its capital to contract with small and medium-sized enterprises in the UAE by at least 5% of the total contracts in order to meet their purchasing, servicing and consulting requirements.
